We have been working on a Constitution for Street Groups. We hope once we have 20 or so groups working, that the Constitution will be discussed and approved by those groups.
We understand the nobody is interested in the Constitution, until there's a problem. Then people ask why there isn't a rule to help us avoid this problem.
We recognise the need to establish purposes for Street Groups.
One of the critical needs is a fair process for appointing or electing the committee.
Experience in many clubs and organisations also validates the necessity of a rule that changes the people on the committee in an organised and regular way. Also that if the "leader" in the street is called the Chairman, a newcomer to the street very enthusiastic, should not be able to become Chairman, almost immediately. (In Toastmasters for instance, one of the most successful voluntary organisations in the world, a person would normally serve three years on the committee before becoming President. There is also a rule requiring all executive positions to change every year.)
We understand that there needs to be rules that enable new members to be invited to join, disciplinary rules and rules to resolve disputes. We also add, that in the 18 months experience we've had, the only possible problem is the lack of a rule about who can join. (In Condell Avenue, anyone can join, although the Administrator can remove people.)
